CRC Releases OTR Rec Center Transition Plan

The Cincinnati Recreation Commission presented the Over-the-Rhine (OTR) Transition Plan in the February 24, 2025 OTR Community Council meeting and prepared this list of frequently asked questions (FAQ).

Why is the Center closing? 

The closure is part of an ongoing effort by 3CDC and the City to improve the Over-the-Rhine (OTR) area. A new recreation center, redevelopment of Grant Park, and repurposing of the current OTR Recreation Center are included in the plan. The existing facility is aging, needs significant repairs, and is limited in its ability to offer modern recreational services.

Although the OTR center was once a hub for the neighborhood, its ability to provide current services has diminished. CRC has been involved in the planning process and will likely participate in the operation of new center once it is built.

What will happen to the existing OTR Recreation Center? 

The Crossroad Health Center will move from its current Liberty Street location to the site of the OTR Recreation Center. The new facility will expand services, including pharmacy and dental services, and double the number of patients it can serve. The Boxing wing will be demolished and converted into parking, and the LaRosa Golden Gloves Boxing Club will relocate. The area that once housed the indoor pool will no longer serve that purpose.

When is OTR Recreation Center scheduled to close? 

The OTR Recreation Center will close for programs on May 23rd, 2025, and will be completely vacated by May 29th, 2025. Although the decision was recently finalized, more deliberate planning has been ongoing for the past few months.

By closing that quickly, will it adversely impact patrons and users of the Center? 

While no closure date is ideal, the timing of May 23rd is strategic, coinciding with the end of the 2024-2025 CPS school year and the transition from school year to summer CRC programming. CRC is mindful of the impact and is working to create alternative summer recreational opportunities at nearby locations. The OTR center has seen a decline in attendance in recent years, with some programs having fewer than 10 participants.

What alternative recreational options will be available? 

CRC is offering summer camps at Lincoln Recreation Center, Corryville Recreation Center and are working with CDC at Ziegler Park, and Wesley Chapel. These alternatives will help minimize disruption and ensure continued access to recreational services.

Will there be transportation for these alternative locations? Recognizing the potential challenges of distance, CRC is working to develop complimentary transportation services for some of the alternative sites. More details will be provided soon.

Will there be financial assistance available for these programs? 

Yes, CRC program participants who qualify may be eligible for scholarships through its Foundation. Financial aid is also available for Ziegler Park/Pool camps through 3CDC, and Wesley Chapel camps are free.

What will happen to patrons of the OTR skating rink? 

For those who use the OTR skating rink, CRC has another recreation center with an indoor roller-skating rink at Winton Hills. Most programs will be integrated into Winton Hills' schedule, and skaters can continue to use this facility. Once the new Findlay Recreation Center is complete, skaters will have the option to return to the OTR neighborhood as the new facility will have an indoor roller skating rink. Those who prefer to skate at both centers can do so.

Will social services be provided during the closure, especially for vulnerable populations? 

The OTR Recreation Center has been critical in providing social services, such as serving as a warming center during extreme cold. The City acknowledges the need for these services and is in talks with local non-profits, churches, and other organizations to ensure similar services are available next winter.

What happens to the OTR Recreation Center employees? 

CRC values the dedication of the OTR Recreation Center staff and ensures that all employees will have opportunities to continue working within CRC, though not at OTR. CRC is working collaboratively to transition staff to new roles that are mutually beneficial.

What will happen to the items in the OTR Recreation Center? 

An inventory of items within the OTR Recreation Center has been made. Valuable items, such as the van, basketball backboards, and some furniture, will be repurposed within CRC's other locations.
